David holds a BS Degree in electrical engineering from Pennsylvania State University and an MBA Degree from Cornell University. Aware provides software tools to analyze, optimize, compress, format, and transport biometric images and data in compliance with all relevant standards.

Marc Caen was born in 1957 and studied at the University of Gent, Belgium, where he obtained a Masters Degree in Germanic Philology in 1980 (major English, minor Dutch literature). He worked as a teacher for five years in secondary schools ( English & Dutch), and thereafter worked in a printing firm, responsible for the correction department from 1986 till 1991.) In 1991 he joined Belgacom, where he had different functions between 1991 and 2004 (e.g. Business marketing, Account manager). At the end of 2004 he found a new opportunity by joining the eID-project team of the Home Affairs Office in Belgium.

Rick has over 20 years’ experience in sales, marketing and information technology, in the government, travel and transportation industries. He joined Imaging Automation in February 2002 as Senior Director, Travel and Transportation, where he was responsible for document authentication sales in those markets working with clients such as Australian Customs Services, TSA, the British Airports Authorities and several US domestic airports. With Viisage’s acquisition of Imaging Automation, Rick’s role is to oversee Viisage’s credentialing product line across multiple verticals with a special focus on border solutions.
Rick was instrumental in the early development of Viisage’s RFID passport reader and has participated in several of the RFID interoperability meetings. He has also been an active participant in the IATA Simplified Passenger Travel group. Rick currently sits on the RTIC committee for the TSA Registered Traveler Program and actively supports such key clients as the US Department of Defense, DHS / US VISIT, Australia Immigration and NASA. He holds a Bachelor of Commerce degree from McGill University in Montreal.

Maureen Cooney

Maureen Cooney is Acting Chief Privacy Officer of the U.S. Department of Homeland Security. The Privacy Office is responsible for privacy compliance across the Department, which includes assuring that the technologies used by the Department to protect the United States sustain, and do not erode, privacy protections relating to the use, collection, and disclosure of personal and Department information. The Privacy Office also has oversight of all privacy policy matters, including compliance with the Privacy Act of 1974, the Freedom of Information Act of 1966 (as amended), and the completion of Privacy Impact Assessments on all new programs, as required by the E-Government Act of 2002 and Section 222 of the Homeland Security Act. The Privacy Office also evaluates legislative and regulatory proposals involving collection, use, and disclosure of personal and Department information by the Federal Government. The Privacy Office also engages in outreach and discussion on privacy matters that are relevant to the homeland security mission.
As the Chief of Staff for the Privacy Office, Ms. Cooney assisted the Chief Privacy Officer (CPO) in developing and representing DHS Privacy Office policies, programs, and goals. Ms. Cooney assisted the CPO with privacy compliance oversight and with overall Privacy Office management. Ms. Cooney represented the Privacy Office both internally and externally, liaising with other federal agencies on privacy policy and federal implementation of privacy laws and regulations.
Ms. Cooney’s responsibilities as the Director of International Privacy Policy included international policy development and counseling on international privacy laws and policies. Ms. Cooney monitored DHS activities for international privacy impact and compliance with international arrangements, such as the U.S. – EU Passenger Name Record Undertakings and Agreement. As part of her duties, Ms. Cooney represented the interests of the United States at international meetings, including the International Conference of Privacy and Data Protection Commissioners and multilateral organizations. She met with representatives of foreign governments and data protection offices and commissions and reviewed international inquiries and matters that concerned DHS activities.
Before joining the Privacy Office in January 2004, Ms. Cooney worked on international privacy and security issues as Legal Advisor for International Consumer Protection at the U.S. Federal Trade Commission from 2001 to 2004. In that capacity she also served as a principal liaison for the FTC to the European Commission and Article 29 Working Party on privacy issues, including implementation of the U.S-EU Safe Harbor Framework. Ms. Cooney played a primary role on the U.S. delegation to the Experts Group and Working Party on Information Security and Privacy (WPISP) on the post- September 11, 2001, rewrite of the Organization for Economic Cooperation and Development (OECD) Security Guidelines for Information Systems and Networks. In addition to serving as a U.S. Delegate to the OECD WPISP, Ms. Cooney has participated as a principal USG representative in the privacy work of the Asian Pacific Economic Cooperation forum’s E-Commerce Steering Group, including in a leading role in the development of APEC Privacy Principles for electronic commerce.
Ms. Cooney’s legal career also includes broad experience with financial services and enforcement issues, including international work on anti-money laundering and foreign compliance issues, information sharing, and privacy and security matters. She served as counsel in bureaus of the Treasury Department for 15 years. Ms. Cooney served as Acting Counselor for International Activities for the Division of the Counselor for International Activities at the Office of the Comptroller of the Currency, a Bureau of the U.S. Department of the Treasury during 2001.
Ms. Cooney received her A.B. degree from Georgetown University and a J.D. from the Georgetown University Law Center.

Api is seconded to the role of Group Manager - Border Security Group, Workforce (Immigration), Department of Labour. This group is responsible for border security, immigration intelligence, profiling, compliance operations, removals, fraud investigations and worldwide verification of all onshore and offshore applications for New Zealand permits and visas.
Api is also responsible for managing and directing the Department of Labour’s broad range of international engagements relating to border security and control, including engagements such as the Pacific Immigration Directors’ Conference (PIDC), Bali process and the Pacific Rim Immigration Intelligence Conference (PACRIM).
Prior to this he was an Inspector and a Strategic Pacific Advisor in the Office of the Commissioner of Police. Throughout his recent career he has held positions that have focused on trans-national crime, organised crime and security matters. This work has included developing strategic and operational responses to these issues.
He has spent 17 years of his 23 year police career in the Criminal Investigation Branch in various operational intelligence and investigation roles, including Intelligence Manager in the National Bureau of Criminal Intelligence and, prior to that, as the Officer in Charge of the National Organised Crime Unit and the Wellington Asian Crime Unit.
He has participated extensively in international fora all over the world both in his capacity with the Police and more recently with the Department of Labour and has been instrumental in driving the strategic focus for the review of border security in New Zealand.

Janette Haughton is the Assistant Secretary of the Identity Branch in the Australian Department of Immigration and Multicultural Affairs (DIMA). This branch was created to give an increased focus to identity management issues in DIMA.
Janette has headed the branch since its establishment in 2003. She has responsibility for identity management and identity fraud policy, the implementation of biometrics in DIMA, document fraud analysis and document examination training. She also manages the department's involvement in the whole-of-government National Identity Security strategy.
Prior to taking on her current role, Janette was responsible for the department's investigations and compliance functions. She has had overseas postings and work in a wide variety of immigration related areas over the last 15 years.

Bernard Herdan was appointed Chief Executive of the UK Passport Agency in September 1999. He has also been responsible in this position for the establishment and initial operations of the Criminal Records Bureau until it became a separate Agency in September 2003.
Bernard was previously Chief Executive of the Driving Standards Agency, Commercial Director of the Met Office, Managing Director of Defence Technology Enterprises Ltd, Managing Consultant at BIS-Mackintosh and Broadcast Satellites Programme Manager at the European Space Agency.
Bernard has an MA from Cambridge, a Diploma in Management Studies, is a Chartered Engineer and member of the Institute of Electrical Engineers and has published numerous articles in professional journals.
Bernard has also held Non-Executive Director positions on several Company Boards in the UK and USA and is currently a member of the Board of the Bedford NHS Trust.

A senior level executive with 29 years of U.S. Government experience, Mr. Kefauver is Principal of his own consulting firm, Fall Hill Associates, LLC. He also has served as Adjunct Professor at the James Monroe Professional and Graduate Center of the University of Mary Washington, teaching international business and a course entitled “Global Issues in the 21st Century”.
Prior to this, he was Managing Director, Secure Document Systems for Intergraph. Immediately prior to that, he was Vice President of STATISTICA and before that served as Deputy Assistant Secretary of State, Passport Services, at the U.S. Department of State.
Mr. Kefauver's background provides in depth knowledge of secure document production systems, with emphasis on border control and management. He has chaired many international fora, including the International Civil Aviation Organization (ICAO) Work Group on New Technologies, as well as within the International Standards Organization (ISO) with the goal of developing world standards for identity and biometric measurement and machine verification of domestic and international documents.
Before joining the Department of State, Mr. Kefauver was Deputy Executive Director with the Federal Trade Commission for five years; prior to that, he served in a variety of increasingly responsible managerial positions with the Federal Trade Commission and the National Labor Relations Board. Throughout his government career, Mr. Kefauver was frequently recognized for outstanding service. He is frequently called upon for speeches and presentations at technical symposia, conferences and professional meetings.

Susumu Kitamura

Susumu Kitamura, a technical official, has been involved in the
development of Japanese e-passports from the initial stage to the
deployment.
He has continually taken part in the New Technologies Working Group
meetings of ICAO TAG-MRTD as an adviser and is well known among
e-passports experts; not only among NTWG members but also those venders
who participated in the interoperability test session for e-passports
and passport readers (PCDs) held in Tsukuba and Singapore in 2005.
Susumu joined the National Printing Bureau of The Ministry of Finance
in 1978 and has served as a researcher on anti-forgery measures for
security printing including banknotes and passports at NPB's Research
Institute.
He joined the Passport Division, Ministry of Foreign Affairs in
December 2000. Since then he has worked for developing of an on-line
application system for passports as well as for applying National
Residential Registration Network System, known as Juki-net, to
identification of passport applicants.
Susumu is now using his experience in information technologies for
operating a Certificate Authority (CA) for Japanese e-passports.

Currently Mr Maneepong is the Director of ICT Center, Office of the Permanent Secretary, Ministry of Foreign Affairs of Thailand.
Previously he has held positions as Director of Procurement Division and Counsellor, ASEAN Affairs Department as well as overseas assignments in Austria and Malaysia. Mr Maneepong was a member of the E-Passport Development Committee (January-September 2004) which studied the ICAO’s requirements and draft TOR for Thai e-passport bidding. He is also a Member of the E-Passport Technical Working Group (2005-present) which guides and monitors contracting parties to observe all applicable rules, laws and technical requirements regarding the issuance of e-passports.

Mr Rainer Rettig is the Director of Secure ID, the business unit of ACG Identification Technologies dedicated to the markets of personal identification documents. In this position, he is responsible for growing ACG’s business in the areas of banking and government projects involving RFID technology, such as RFID based EMV, electronic passports and e-documents.
Mr Rettig joined ACG in 1998 just after it was founded and was involved in a variety of functions such as purchasing, product management and operations. Most recently, he served as ACG’s Director of Sales EMEA.
Mr Rettig began his career with Hoechst AG, and subsequently worked for VKW Staufen Folien and at PAV Card. He holds an engineering degree from the University of Applied Sciences of Darmstadt.

Joel F. Shaw is an internationally recognized expert in the fields of:
- Official Documents of Identity (e.g. passports, visas and national purpose identification documents) and related technology systems and devices; and
- Border Management Systems, inclusive of processes and related technology infrastructures, designed to restore and strengthen frontier controls.
Mr. Shaw is the Convenor of the International Standards Organization (ISO) Working Group responsible for development and maintenance of International Standards for Machine Readable Travel Documents (MRTDs). He also coordinates and provides ISO's liaison with the International Civil Aviation Organization (ICAO). Mr. Shaw has held both positions since 1989.
He is an experienced practitioner having created the world’s first travel document readers and designed and installed modern border clearance and travel document issuance systems around the world. He is currently overseeing ISO's work program to develop standards for the next generation travel/identification documents and cards containing advanced technology stored media (e.g. computer chips), such as the "ePassport"; as well as, concepts and specifications for next generation user-controlled border clearance machines and machine-assisted identity confirmation systems.
Mr. Shaw is also a specialist in re-engineering (renewal of processes and related technology infrastructures), having lead efforts to:
- Modernise the United States Immigration and Naturalization Service (INS) border inspection system in the late 1980’s; and
- Renew and modernise the Canadian Passport Office, inclusive of next generation document issuance processes, technology infrastructure and enhanced services offered to the Canadian public.
In the mid 1990’s Mr. Shaw recognized that biometrics would play a key role in protecting the critical infrastructure and key assets of nations and businesses. As a result he formed BioDentity Systems Corporation. BioDentity was re-branded in 2005 as CryptoMetrics Canada Inc., which is a wholly owned subsidiary of CryptoMetrics, Inc.

Max Snijder is the new CEO of the European Biometrics Forum since September 2005. Max sees his role as supporting the EBF as a neutral player in the biometrics community, covering the interests of the European citizens, governments, R&D centres and industry. He also heads a consultancy firm, the Biometric Expertise Group.
After a career as entrepreneur in the not-for-profit sector Max Snijder became one of the pioneers of biometrics in the Netherlands. After several years of extensive experience with numerous biometric projects (like the Privium project at Amsterdam Schiphol Airport), he founded the Biometric Expertise Group in 2004 with the purpose of bringing together the fragmented knowledge and experience in the field of biometrics.
As an expert he is involved in several projects and consortia, ranging from passports and visa to large scale watch list applications and physical access control. Today, Max Snijder is involved in the key areas of the biometrics business. On European level he is involved in numerous workshops, committees and expert groups. As independent consultant he is frequently being hired to review, supervise and monitor projects that involve biometrics. He works for several European member states’ governments as well as for the European Commission.

In May 2003, James A. Williams was asked by Asa Hutchinson, the Under Secretary for Border and Transportation Security at the Department of Homeland Security, to lead the U.S. Visitor and Immigrant Status Indicator Technology (US-VISIT) program, one of the Department’s top priorities. US-VISIT is a critical new border management program that will allow for the collection of point of entry and exit information on visitors to the United States. It is designed to make entering the U.S. easier for legitimate tourists, students, and business travelers, while making it more difficult to illegally enter and stay in the U.S. through the implementation of biometrical authentication.
Prior to his current assignment, Mr. Williams served in several executive leadership positions at the Internal Revenue Service. Mr. Williams holds a bachelor's degree in business; a Master of Business Administration degree, with a concentration in procurement and contracting, from The George Washington University; and he is a 1988 graduate of GSA’s Trail Boss program. In 1994 and 2000, he was named by Federal Computer Week as one of its "Federal 100" winners, and in 1996 he received the Presidential Rank Award - Meritorious Executive. In 1997, 1999, and 2002, he was presented with the Commissioner’s Award, the highest honor bestowed by the Internal Revenue Service. Mr. Williams has held top secret and secret clearances. He is married and has two children.

Keith worked during the nineties in border control based at Heathrow and, during this time, also performed postings at UK Immigration Service Headquarters and at visa sections of British Embassies abroad. In 2000 Keith joined UKvisas and, as IT Manager, helped implement a number of IT projects in support of the wider modernisation of the UK's global visa operation. These included the creation of a central database of visa applications and the possibility for applications to be submitted over the internet (www.visa4uk.fco.gov.uk). He then joined the EU Commission on secondment in May 2005 and is currently working in the Directorate General "Justice, Freedom and Security" as part of the team responsible for the delivery of the Visa Information System. This is a major project which will enable Member States to exchange visa data, including biometrics.
